Yahoo! just fixed the intermittent problem of having state selection not working while checkout. The issue was identified with some of the buyers – who could not select the state out of the dropdown box provided.
The issue seem to be fixed completely and it is back to normal.
This is what Yahoo had to say officially:

Some merchants have reported an inability for customers to select a state during checkout. Additionally, we have received a small number of reports of some images not loading on checkout pages. We are investigating this issue and will provide updates as they become available.Update: 8:49 PM (PDT)
